Start at the Margin: The Curb-Cut Effect
The most quietly influential piece of design in the modern city is the curb cut — the little ramp where the sidewalk dips to meet the road. And it was not built for the people who use it most.
Curb cuts exist because disabled activists forced them into being. In early-1970s Berkeley, a handful of wheelchair users — the campaigners who became known as the Rolling Quads, around the movement Ed Roberts helped lead — poured their own crude cement ramp at a curb one night as an act of defiance, because a six-inch step was, to a wheelchair, a wall. The city eventually cut the curbs officially. And then something unplanned happened: everyone else started using them too. Parents pushing strollers, travellers dragging wheeled suitcases, delivery workers with hand trucks, cyclists, kids on skateboards. A ramp built for a small, marginalised group quietly made the sidewalk better for almost everyone.
The policy expert Angela Glover Blackwell gave the pattern its name in a much-cited 2017 essay: the curb-cut effect. When you design to include the people at the margins, the benefit does not stay at the margins — it cascades outward to the whole. Design for the edge, and the centre gains too.
The design-intelligence point is that the edge case is not a distraction from the "real" user. It is often the clarifying constraint that produces a better design for everyone. The average user is a fiction — nobody is exactly average — and designing for that comfortable statistical middle demands very little rigour. The person at the hard edge is real, specific, and unforgiving: their genuine difficulty forces the design to actually work rather than merely appear to. This is why the pattern repeats across inclusive design again and again. Closed captions, built for deaf viewers, are now switched on by half the room — in loud bars, quiet offices, second languages. The OXO Good Grips peeler, designed around a founder's wife's arthritic hands, became the peeler everyone buys. The accommodation keeps becoming the default, because a thing that works for the hardest case already contains the version that works for the easy one. The same story wrote itself around text-to-speech, around the low-floor bus, and around the lever door handle you can open with a full armful of shopping — each one conceived for someone with a specific, named difficulty, and each one quietly adopted by everyone who had none of it.
That reframes the most important choice in universal design: who you build the constraint around at the concept phase. The default instinct is to design for the median and treat the edges as exceptions to be patched later, bolted on, ramped over. The curb-cut instinct is the inverse — choose the hardest real user as the founding constraint, solve genuinely for them, and let the solution generalise down to the comfortable cases, which it usually does. Solve for one, and you often extend to many. Patch for the many, and you rarely reach the one.
There is an honest limit, and good designers hold it, because the effect is a tendency, not a law. Not every edge generalises. Some accommodations are genuinely specific, and over-optimising a whole design around one rare extreme can quietly make the common case worse — a space contorted entirely around a single uncommon need can serve the many badly. So the skill is discrimination: telling a curb-cut edge, whose solution radiates outward to everyone, from a true niche, whose solution is narrow and costly to impose on all. The judgement is real. But the "design for the average" instinct is wrong far more often than it thinks, because it mistakes the comfortable middle for the demanding one, and ships a design that has never actually been stress-tested by anyone.
The curb cut is a small concrete monument to a counterintuitive truth: that the most inclusive design and the best design are, more often than anyone expects, the same design — and that you tend to find it by starting at the margin rather than the middle. The person you were told was the exception was, quietly, the whole brief. You only had to choose them at the concept phase, before the concrete set.
